Catherine Downs is a
Product Safety Recall & Compliance Consultant. She provides consulting services to individuals, companies and law firms relating to the safety of consumer products, adherence to federal regulations and compliance with federal standards, regulations and laws. Her services include, but are not limited to:
- Advising manufacturers, retailers, importers and distributors on their reporting obligations under the US Consumer Product Safety Commission (CPSC) and section 15(b) of the Consumer Product Safety Act (CPSA)
- Analyzing the "Substantial Hazard Product" standard under the CPSA
- Assisting companies in designing good, far reaching corrective action\recall programs
- Understanding Standard of Care issues and addressing CPSC's compliance obligations
Ms. Downs has experience working for CPSC's Office of Compliance, Emerging Hazards Program and Injury program, as well as the National Highway Traffic Safety Administration and the Fatality Analysis Report System.

I am often asked to provide my opinions on the obligations of manufacturers, retailers, importers and distributors to report the injuries and deaths associated with products that fall under the jurisdiction of the U.S. Consumer Product Safety Commission (CPSC) and specifically under section 15(b) of that Consumer Product Safety Act (CPSA).
