In many cases, the ultimate risk to residents from environmental lead comes from multiple sources. While lead based paint is a key source, lead migrating from outdoor areas can be as toxic as the indoor paint sources. Dr Troast uses the Integrated Exposure Uptake and Biokinetic Model IEUBK Model) as a predictive tool for assessing residences.

The plaintiff was concerned that the residues of toxic metals found in coal ash were causing physical damage to the plaintiff's unborn children and to the plaintiff's ability to have normal children. The plaintiff reported prior attempts to conceive a full-term child were unsuccessful.

    The willingness to view risk as part of daily life has vanished. A risk-averse mindset among environmental regulators engenders confusion between the ethics of intention and the ethics of consequence, leading to the elevation of the precautionary principle with unintended and often unfortunate outcomes. Environmental risk assessment is conservative, but the actual level of conservatism cannot be determined. High-end exposure assumptions and current toxicity criteria from the USEPA, based on linear extrapolation for carcinogens and default uncertainty factors for systemic toxicants, obscure the degree of conservatism in risk assessments. Ideally, one could choose a percentile of the target population to include within environmental standards, but this choice is complicated by the food, pharmaceutical and advertising industries, whose activities, inadvertent or not, often promote maladaptive and unhealthy lifestyle choices.

    When selecting projects under a limited budget, a firm should implement the project that will return the most value. Ultimately, firm value is measured by stock price, which can be impacted when the firm makes a major announcement. This paper shows that announcements of energy management projects correlate with a 21.33% increase in stock price within 150 days of the announcement. This increase is in addition to the risk-adjusted return the firm would normally experience . For example, during a "bull market" a firm's expected return was 10%. After the announcement, the return would increase by 21.33%, for a net return of 31.33%. These results suggest that investors react positively to energy management projects. This outcome demonstrates one more strategic incentive for firms to implement energy management projects.

    As a new US government administration comes into control, many people have asked me if I am optimistic about energy efficiency projects... the answer is YES. No matter how you analyze it, energy efficiency is a great investment... dare I say "Huge". Energy efficiency projects have high returns on investment and extremely low risk. The only thing they don't have is a "compelling event" forcing them to get done. In contrast, a repairing a roof leak has a sense of urgency because of potential damage from inaction.

    About five years ago, I wrote about project developer who specializes in energy tax deductions and rebates. We call him "Dr. EPAct" because he knows how to navigate and attain substantial tax deductions and rebates, which pay for most (if not all) of a project's cost. His highly tangible skills in accounting are typically "outside" of an energy manager's core strengths, but definitely worth knowing.     Previous research indicates there are additional (often unreported) benefits from saving energy.1,2 This paper identifies these "additional benefits" and describes how to calculate their value.3,4 In addition, we found a high percentage of facility managers experienced some of these benefits. For example, in a recent survey, 92% of facility managers experienced reduced maintenance material costs as a result of energy conservation (primarily because lights, filters and other equipment lasted longer when operated less hours per year).

    You think you're about to be a hero by entering into an Energy Savings Agreement, (which is supposed to fund improvement projects based on savings).     This report is the third (and final) report in a series that addresses issues related to hydrologic uncertainty assessment at decommissioning sites. Analyses in the first two reports in this series emphasized the application of relatively simplified models of subsurface flow and transport. Because of their relative computational speed, such simplified models are particularly attractive when the impact of uncertainty in flow and transport needs to be evaluated. These same simplifications, however, have the potential to provide unrepresentative estimates of dose and its uncertainty. Such misrepresentation may have important consequences for decisions based on the dose assessments. The significance of this concern was evaluated by comparing results from uncertainty assessments conducted on a test case using a simplified modeling approach and a more complex/ realistic modeling approach.

    Flow in heaps and dumps is essentially a two-phase flow phenomenon, though for many applications it could be simplified as unsaturated flow. Unlike saturated flow (typical of groundwater flow) where permeability is independent of other hydraulic parameters, unsaturated flow permeability depends on the degree of saturation and/or on capillary pressure. Several recent field studies suggest that flows in heaps and dumps tend to concentrate in preferred pathways, bypassing much of the ore. Different preferential flow phenomena are triggered, promoted, and influenced by different heap structures, by pretreatment, by the composition of the leach solution, and by application rates and schedules. The structure of heaps and dumps is determined and affected by each and every stage of their construction - from blasting to crushing to conveying and stacking of the material.

    In our 1st article (Orr, 2000), we investigated different flow and transport phenomena that could significantly reduce leaching recovery. The combination of such understanding with advanced flow and transport modeling establishes the link between cause and effect, thereby directing operators to optimal design and construction of new heaps. Modeling of flow and transport in heaps could also point to a unique change in application method or rate that would maximize leaching enhancement of an existing heap under existing situation and leaching history. The use of such a model is cost effective in that it can simulate multiple scenarios of alternative leaching enhancement methods. By simulating a large number of irrigation scenarios, such a model can point to optimal and/or most promising alternatives for a particular heap.

    Despite remarkable new developments in stochastic hydrology and adaptations of advanced methods from operations research, stochastic control, and artificial intelligence, solutions of complex real-world problems in hydrogeology have been quite limited. The main reason is the ultimate reliance on first-principle models that lead to complex, distributed-parameter partial differential equations (PDE) on a given scale. While the addition of uncertainty, and hence, stochasticity or randomness has increased insight and highlighted important relationships between uncertainty, reliability, risk, and their effect on the cost function, it has also (a) introduced additional complexity that results in prohibitive computer power even for just a single uncertain/random parameter; and (b) led to the recognition in our inability to assess the full uncertainty even when including all uncertain parameters.

    Lorne G. Everett, PhD, DSc, CGW, PH, PH-GW, BCES, HON.D.WRE, FASCE, FAWRA, FASTM, is an Environmental Consultant with over 40 years of experience in site characterization and remediation of Soils and Groundwater.

    Background - Dr. Everett served as the Chief Scientist at Haley & Aldrich, Shaw Environmental, ARCADIS, and Metcalf & Eddy Inc. He is a retired Professional Researcher (Level VII) in the Bren School of Environmental Science & Management at the University of California at Santa Barbara (UCSB) and Past Director of the Vadose Zone Monitoring Laboratory at UCSB. The University of California describes full professor Level VII as “reserved for scholars of great distinction.”

    Dr. Everett is an internationally recognized expert who has conducted extensive research on Subsurface Characterization and Remediation. He is Chairman of the ASTM Task Committee on Groundwater and Vadose Zone Monitoring. He also chaired the Remediation Session of the First USSR/USA Conference on Environmental Hydrogeology (Leningrad, 1990).

    Dr. Everett has received numerous awards, published over 150 technical papers and reports, holds several patents, developed 11 national ASTM Vadose Zone Monitoring standards and authored and edited over 10 books including: Vadose Zone Monitoring for Hazardous Waste Sites, and Subsurface Migration of Hazardous Waste. His book entitled, Groundwater Monitoring was endorsed by the Environmental Protection Agency (EPA) as establishing “the state-of-the-art used by industry today” and was recommended by the World Health Organization for all developing countries.
