Harold (Hal) E. Noon Jr. is a Professional Land Surveyor, Professional Surveyor and Mapper and a Professional Planner licensed in New Jersey and Florida. He has over 35 years experience in all phases of Surveying from Construction to Title Boundary.

Mr. Noon is located in Central and Southern New Jersey and was a founding member of the Cumberland - Salem chapter of the New Jersey Society of Professional Land Surveyors. Mr. Noon has been a court appointed surveyor in Cumberland and Gloucester Counties in New Jersey.

Dennis E. Wilson has over forty years of experience in Land Planning, Civil Engineering, and Land Surveying. His company, Horizon Consulting Service, specializes in Entitlements, In-Fill Projects, Civil Engineering, and Land Planning and Design for commercial, industrial and residential properties. Mr. Wilson works on both private and governmental projects.

As an Expert Witness, Mr. Wilson has participated in property line disputes, condemnation resolutions and land use issues.
