Dr. Michael L. Dourson has a PhD in Toxicology from the University of Cincinnati, College of Medicine, and is a board-certified toxicologist (i.e., DABT) with over 40 years of experience in Environmental Risk Assessment. 

Dr. Dourson serves as President/Director of the 501c3 nonprofit organization Toxicology Excellence for Risk Assessment (TERA). Prior to this, he was Senior Advisor in the Office of the Administrator at the US EPA. Before this, he was a Professor in the Risk Science Center at the University of Cincinnati, College of Medicine and also worked at TERA and US EPA.

Dr. Dourson has been awarded the Arnold J. Lehman award from the Society of Toxicology, the International Achievement Award by the International Society of Regulatory Toxicology and Pharmacology, and 4 bronze medals from the U.S. Environmental Protection Agency. He has been elected as a Fellow of the Academy of Toxicological Sciences (i.e., FATS) and as a Fellow for the Society for Risk Analysis (i.e., FSRA).

He is the co-author of 3 Patty’s Toxicology chapters on PFAS chemistries and the co-author of 6 research papers on PFOA, two of which have won paper of the year awards from the Society of Toxicology’s Regulatory and Safety Evaluation Specialty Section.

Dr. William R. Sawyer  is a Professional Toxicologist with a doctorate in toxicology from Indiana University School of Medicine. He has over 34 years of extensive experience in Public Health and Forensic Toxicology with specialized expertise in causation analyses (plaintiff and defendant) including Alcohol toxicology, Drugs-of-Abuse, Pharmaceuticals, Herbal Products, Dioxins, Solvents, Heavy Metals, Crude Oil and other Chemicals. Dr. Sawyer has testified in trial or deposition in over 30 states including NY, MA, CT, PA, RI, NH, DE, NJ, WV, VA, NC, SC, GA, FL, AL, MS, LA, AR, MO, KY, IN, IL, WI, MI, OH, MN, MT, WA, CA, TX, OK.

John Booth, the Principal Consultant and Practice Director of Sylvanus Arboricultural Consultants Ltd., is a Chartered Aboricuturalist and Chartered Environmentalist and one of the UK’s most widely qualified Arboricultural Consultants. He has over 25 years experience in both the private and public sectors and has written numerous articles and papers for respected publications including the International Journal of Urban Forestry for which he is also a referee.

Ronald T. Luke, JD, PhD, is a principal consultant and President of RPC, LP. Ron joined RPC in 1976 and became its president and principal owner in 1979. Brian Piper, PhD,  is an Economist with RPC specializing in Quantitative Analysis and Modelling. He works on a variety of cases including personal injury and certificate of need. Dr. Piper has taught graduate classes in statistics and econometrics in both MBA and Ph.D. programs.

Timothy R. Minnich, President, MS, QEP, is a Meteorologist and Atmospheric Scientist with over 40 years experience in the design and management of a wide range of ambient air and meteorological investigations under CERCLA and the Clean Air Act. He is a recognized technical expert on high-profile legal cases, with assignments involving forensic meteorology and reconstruction of inhalation scenarios in relation to community exposure to hazardous air pollutants (HAP). 

Mr. Minnich is accomplished in presenting conclusions and opinions derived from analysis of complex technical data in a well-reasoned and easily understood manner. He is a skilled technical writer and proven manager in a highly specialized arena. He is a nationally recognized expert in the application of optical remote sensing (ORS) for hazardous waste site remediation. He has designed and managed more than 25 ORS field investigations and air dispersion model validation studies since the promulgation of U.S.EPA (EPA) Method TO-16 for open-path FTIR (Fourier-transform infrared) spectroscopy in 1988. 

Mr. Minnich was an instructor for several half-day continuing education courses on calculating emission rates from ground-level sources.

Robert L. Scotto is a Meteorologist with over 40 years of experience in the design, management, and execution of a variety of air quality investigations. He is a specialist in Clean Air Act permitting, and is an expert in a broad range of CERCLA-related QA/QC issues. 

Mr. Scotto is a highly skilled air dispersion modeler and has extensive experience in customization and validation of AERMOD – USEPA’s most recent guideline air dispersion model. In addition to having co-founded Minnich and Scotto, he has held significant positions with other organizations, including vice president of ETG Services and zone-wide QA manager for NUS Corporation, USEPA's Field Investigation Team (FIT) contractor. In this latter capacity, Mr. Scotto was responsible for QA program implementation in all four USEPA Zone I FIT offices (Regions 1 through 4). The total value of that contract was $300 million.

Dr. David L. Mitchell is an authority on the Numerical Modeling of Geophysical and Atmospheric Data with a Doctorate in Meteorology from Purdue University. Dr. Mitchell has over 28 years of technical modeling experience in industry and consulting.

Dr. Mitchell is a Court Qualified Expert in Air Modeling and Forensic Meteorology. His business experience includes various research, project management and technical consulting positions with Conoco, Getty Oil Company, Texaco, Tenneco, British Petroleum, Leviathan Gas Pipeline LLP and IBM Corporation.

Dr. Mitchell has extensive knowledge of Forensic Meteorology and has published his research results on the numerical modeling of atmospheric stability and convection. Dr. Mitchell is an expert in the field of Air Pollution Meteorology with over 28 years of experience with the mathematical modeling of wave propagation in elastic media, atmospheric fluid dynamics and air dispersion modeling.

Dr. Mitchell is a specialist in Weather Event Re-Construction for litigation and has provided expert testimony for numerous cases related to severe weather events and the application of Force Majeure clauses. He has provided forensic meteorology support for civil and criminal investigations and insurance cases involving weather related accidents, the release of toxic pollutants into the air, air pollution and weather related personal injury and property damage.

Timothy J. Mayotte, PhD, CPG, PE, President at MD&E, is an Environmental Engineer with over 35 years of experience in his field. He has provided litigation support and served as an expert witness on over a dozen cases dating back to the mid-1980s. Dr. Mayotte's experience includes providing testimony during numerous depositions and in open court. He has offered expertise in the following areas:

• Hydrodynamics of natural and engineered systems.
• Contaminant fate and transport in the environment.
• Biological and physicochemical process design for the treatment/remediation of water, wastewater, soil, and sludge.
• Industrial wastewater treatment.
• Management and inspection of commercial and residential construction and demolition projects, including due diligence services for property transactions.

Mark O. Barnett, PhD, PE, BCEE has over 30 years of national and international Environmental Engineering and Science experience in industry, government, and academia ranging from water supply and sanitation in rural communities to nuclear waste disposal. He is currently a Professor of Environmental Engineering in the Department of Civil and Environmental Engineering at Auburn University.

Litigation Support - Dr. Barnett has served as an environmental expert witness-expert consultant on cases in administrative, federal, and state courts ranging from permit applications to toxic tort lawsuits. He has written expert reports, filed affidavits, been deposed, and given testimony. Further, he has extensive litigation experience from his service as an administrative judge with the Nuclear Regulatory Commission. Background Experience - Dr. Barnett is a licensed professional engineer and a board-certified member of the American Academy of Environmental Engineers and Scientists. His technical research focuses on the chemical processes controlling water quality and contaminant behavior in natural and engineered systems. He has been a principal or co-principal investigator on seventeen grants totaling over $12 million, and he has published over fifty peer-reviewed journal articles, several book chapters, and a book that collectively have received over three-thousand citations.

Dr. Barnett has a B.S. in Chemical Engineering and an M.S. in Environmental Engineering from the University of Tennessee and a Ph.D. in Environmental Sciences and Engineering from the University of North Carolina. He has taught fundamental and applied courses in environmental and aquatic chemistry; water and wastewater treatment; environmental engineering principles and design; and sustainable design and development.

Tim Keane is recognized nationally and internationally as a Leading Expert on methods to Control, Mitigate and Assess the Risk for Legionella in building and industrial water systems. He has published articles and books on the subject and has co-written regulatory documents including the 2018 and the 2015 ASHRAE Standard titled: Legionellosis: Risk Management for Building Water Systems,  ASHRAE Guideline 12 titled: Managing the Risk of Legionellosis Associated with Building Water Systems, 2005 Guidelines for Ornamental Fountains and the 2000 ASHE Advisory. Mr Keane has over 25 years experience in water system consulting and over 10 years experience in facility design, construction and operation. Legionella Risk Management, Inc. provides consulting services for Effective Engineering Solutions to Engineering System Pathogens including; outbreak investigation, root cause analysis, control and remediation of legionella from water systems in commercial buildings, healthcare and industrial facilities.   We provide Litigation Support in this area.
