Colonel, Commander of the Special Operations Division of the St. Tammany Sheriff's Office, with more than 30 years of public service. He is the cofounder and President of Applied Marine Technology, Inc., a consulting company incorporated in 1986 that specializes in Marine Accident Investigations and Reconstruction, headquartered in Louisiana with affiliates in Texas, Mississippi, Alabama and Florida.
Mr. Dobson is a court-accepted expert in Marine Accident Investigation and Reconstruction, Boating Safety, Navigation, Search and Rescue, and Air Boat Operations, in numerous Federal and State jurisdictions. He serves as Executive Director of S.E.L.S.A.R., Southeast Louisiana Search and Rescue organization, which comprises more than 140 Federal, State, and Local governmental and private agencies.
Mr. Dobson served as a member of the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. He is the holder of the Airmen's Medal for heroism from the U. S. Investigation Investigations are as varied as the events themselves and are tailored to appropriately address the matter at hand. They create the foundation for piecing together the series of events, and developing hypotheses as to what occurred and why.
Testing/Analysis We perform a variety of tests for our clients. In certain product liability cases we perform tests on exemplar products, which allow us to evaluate the product performance under conditions similar to the actual event. We also develop testing protocols to evaluate the strength of materials, the flammability properties of various products, slip-resistance of shoe soles or walkways, and we conduct failure analysis. In the analysis process, the facts and data gathered during the investigation are examined in detail. Hypotheses are developed and tested against the facts in the case, and relevant science.
Reporting Our reports clearly convey the issues we were engaged to address, the material we reviewed to examine those issues, the scientific and technical basis of our investigation, and our expert opinions as they apply to the issues. In some cases, our reports can be concise, two page documents. More complicated matters require lengthy documents encompassing all of the integral details including calculations and the application of scientific principles. Each client receives the highest quality work product that communicates our expert opinion and the supporting documentation for those conclusions.
Deposition/Testimony Some cases and claims require the testimony of experts. Smith Aquatic Safety Service (SASS) was created in 1981, upon Dr. Smith's retirement from 25 year's service in the U.S. Coast Guard, to provide aquatic safety training. At retirement Dr. Smith was Chief, 2nd Coast Guard Boating Safety Division, St. Louis, MO, reponsible for all federal boating safety activities in 15 primary states. In 1981 Dr. Smith first testified as an expert. Both aspects of SASS have grown markedly, with Dr. Smith being retained in hundreds of legal cases, for plaintiff and defense while also training thousands of aquatic safety/rescue personnel.
