Dynamic capacity provisioning is a useful technique for handling the multi-time-scale variations seen in Internet workloads. In this article, we propose a novel dynamic provisioning technique for multi-tier Internet applications that employs (1) a flexible queuing model to determine how much of the resources to allocate to each tier of the application, and (2) a combination of predictive and reactive methods that determine when to provision these resources, both at large and small time scales. We propose a novel data center architecture based on virtual machine monitors to reduce provisioning overheads. Our experiments on a forty-machine Xen/Linux-based hosting platform demonstrate the responsiveness of our technique in handling dynamic workloads. In one scenario where a flash crowd caused the workload of a three-tier application to double, our technique was able to double the application capacity within five minutes, thus maintaining responsetime targets. Our technique also reduced the overhead of switching servers across applications from several minutes to less than a second, while meeting the performance targets of residual sessions.

Regardless of the attorney's role in the case it is imperative that attorneys understand the purpose of psychosexual evaluations (PSE), which client is a good candidate for the PSE, when they should be administered, and who provides such evaluations. This article is a very brief summary of what PSEs entail and has been specifically written for attorneys who practice in Oklahoma and Arkansas.

On December 3, 1984, at a pesticide ingredient manufacturing facility owned by Union Carbide, a leak occurred in the Methyl Isocyanate (MIC) plant. Due to the toxic nature of the gases released and the plant's proximity to local residences, the death toll was in the thousands; both plant workers and nearby residents. The first recorded public meeting in response to this incident was on December 9th, in Institute, WV, the site of Union Carbide's only US MIC production unit. Full disclosure: my father was a research & development chemist for Union Carbide and Institute is about 10 miles down the Kanawha River from my hometown of Charleston, WV.

The public looks to safety professionals for guidance as experts in risk avoidance and hazard mitigation. This is reasonable as they are ostensibly trained in that area and, thus, in a better position to evaluate the risks inherent in different activities and to assess what can and should be done to alleviate or reduce those risks to an acceptable level. As such, it behooves safety professionals to be aware of not only safety-related heuristics that are presented to the public, but also the research that underlies that guidance to assess the appropriateness of the various safety rules that are promulgated to address potential hazards. In the real world, however, ostensible safety experts often simply accept these rules as representing appropriate, normal or typical behavior based on longevity, common sense or the simple frequency with which they are expressed.
Pharmacogenomics is a field that studies genetic differences in sensitivity to therapeutically used drugs. We have learned that some medications are not effective in some individuals, or super effective and even likely to result in adverse effects in others due to genetic polymorphisms. Similarly, toxicogenomics investigates sensitivities with toxic chemicals, including carcinogens.
