Smith Aquatic Safety Service (SASS) was created in 1981, upon Dr. Smith's retirement from 25 year's service in the U.S. Coast Guard, to provide aquatic safety training. At retirement Dr. Smith was Chief, 2nd Coast Guard Boating Safety Division, St. Louis, MO, responsible for all federal boating safety activities in 15 primary states.
In 1981 Dr. Smith first testified as an expert. Both aspects of SASS have grown markedly, with Dr. Smith being retained in hundreds of legal cases, for plaintiff and defense while also training thousands of aquatic safety/rescue personnel. He has been qualified in numerous state and federal court cases as a boating accident reconstructionist.
SASS provides consultation and related services to law firms in aquatics cases, plus water rescue and boating safety training seminars for fire, police, lifeguarding and EMS providers throughout North America.
Terence (Terry) M. Harvey is a Sports and Recreation Public Safety Expert. A retired Captain from the Los Angeles County Fire Department, Mr. Harvey has been a Public Safety Professional for more than 30 years. He has extensive experience in Public Safety, Ocean Safety, EMS, and Operational Safety. Consulting Services - A lead Lifeguard Academy instructor for the Los Angeles County Fire Department, Mr. Harvey has more than 3 decades of experience in Lifeguarding Operations. He provides EMS and Safety consulting services in international surf and diving environments nationally and internationally. He also provides EMT services on boat charters. Mr. Harvey also works with Team Rubicon, which unites the skills and experiences of military veterans with first responders in order to rapidly deploy emergency response teams around the globe. In his capacity as a training consultant, he develops and creates training curriculums for veterans in various areas of disaster response operations. Areas of Expertise:

Jim Allen provides litigation support for Boating Accidents involving the operation, maintenance, navigation of vessels, and dock safety. His experience encompasses the operation of vessels, both commercial and recreational in and upon the high seas, inland waterways, western rivers, inland lakes and rivers.
Jim Allen has thirty years of experience in the U S Coast Guard. Directly and indirectly involved in thousands of search and rescue cases. Conducted investigations when necessary, as well as inspected and issued citations for pleasure boats, commercial vessels, marinas, chemical facilities, bridges, tow boats and barges. Jim Allen has 23 years experience serving as a consultant and expert witness in litigation support for both plaintiff and defendant throughout the United States.
