A motorist exiting a rural freeway was struck by a motorist on the intersecting State Route at the top of the exit ramp. At the westbound exit ramp from the Interstate freeway the State Route a stop sign is posted at the end of the ramp requiring exiting traffic to stop before entering the State Route. However, the eastbound off ramp traffic is not required to stop before entering the State Route. A stop sign is posted on southbound State Route at the ramp terminal. This is an unusual traffic signing pattern for interstate off ramps. Expert observations of the operation of this intersection showed that a large proportion of the eastbound off ramp traffic slowed down at the end of the ramp, expecting to stop at the State Route.

As traffic engineers we take care to plan, design, and operate our roads for all users. When we are working in a complex urban environment, we must consider pedestrians, wheelchairs, vision impaired, bicycles, buses, and trucks. When we add automated, connected, and self-driving vehicles to the mix the complexity becomes more complex. That is why the profession is challenging and interesting.

At the 1981 ITE Annual Meeting in Boston a seminar was convened on the role of the urban traffic engineer. It featured some of outstanding veterans of the profession, and each offered their insights on the role of the urban traffic engineer. Speakers included Bill VanGelder from Seattle, Harold Michael from Purdue, and Bill Mc Grath who was once the Traffic Commissioner for the City of Boston.

The topic of Connected Vehicles and Autonomous Vehicles is not new, yet advances in computing power, wireless capabilities, and soft ware development are taking implementation predictions from the not-too-distance future and placing them in the here and now. Emerging vehicle technologies foreshadow a world in which sensors and soft ware will replace humans in the driver's seat.

  • Harvey H. Stone, PE, President, has over 25 years of Railroad experience with Short Line Railroads and Streetcar Systems.

    Background - Mr. Stone began working for the US Army Corps of Engineers in 1964 and then A. W. Cross, Inc. a contractor in 1966. Mr. Stone was then employed by Northwest Engineering, Inc. in 1968 and became president in 1980 until 1996. In 1996, he organized Stone Consulting & Design, Inc. to provide consulting services to the railroad industry, sold the firm to TranSystems in 2007 and re-purchased the firm in 2010.

    Mr. Stone has provided track design, bridge design, and all types of inspection services to railroads and associated clients. He has no affiliations with Class 1 Railroads. Mr. Stone has been an active member of the American Council of Engineering Companies (ACEC), and the American Railway Engineering and Maintenance of Way Association. His membership in the ACEC has enabled him to obtain invaluable exposure to the many changes in engineering technology over the years as well as continued awareness of the constantly changing rules, regulations and grant programs on all governmental levels.

Background Experience - A licensed Racing Driver and 3 time series champion, Mr. Kitchen is "hands-on", and has worked on nearly every electronic system used in vehicles. He also has experience with Consumer Electronics Products, Medical Devices, and Voice Recognition / Natural Language Dialogue software platforms. He is a Lifetime SAE Member, on 4 current Committees for Cybersecurity and Diagnostics, and formerly served on SAE J2657 Tire Pressure Monitoring Committee. Mr. Kitchen is a former Design Engineer for Motorola's Automotive Division (ignitions, engine controls), former Director of Automotive for National Semiconductor (semiconductors for all types auto electronics), former Director Automotive for Intel Corp (micro controllers and memories for automotive), and former VP Product Development / VP Marketing / Sales for Zemco Group (OEM and Aftermarket automotive electronics products - cruise controls, trip computers, security, remote keyless entry, clocks, modules and more).
