Leonard Lacaze, P.E. - Accident Reconstruction & Failure Analysis Registered Professional Engineer in the States of Michigan and California. He has over 43 years experience in design & development in the automotive industry in addition to having provided accident reconstruction and failure analysis and research in mechanical and electrical products for vehicles for many of those years. He has testified in over 90 trials, 140 depositions and 125 arbitrations. Mr. Lacaze was on the "ground floor" through the early development of the Air Bag Occupant Restraint System and holds the patent for a crash sensor system that is in many cars today. Along with the air bag development, Mr. Lacaze performed accident reconstruction involving barrier and car-to-car crash testing in order to maximize protection for occupants. He therefore developed a keen sense of occupant kinematics and vehicle structural integrity, in addition to being involved in continuing research methods and accident investigation for more than 30 years.

Bloomberg Consulting, Inc. has several engineers on staff who have considerable experience in reconstructing vehicle accidents of all types. We have a Biomechanics Expert that has the rare combination of being a licensed physician and a PhD level engineer. This allows him to handle the complex engineering and medical aspects of a seat belt or a biomechanics case. We use the following equipment to evaluate our cases:
“Black Box” Data Retrieval Equipment – Used to download vehicle impact speeds, seat belt usage, braking information, and throttle information from passenger vehicles and tractor-trailers.
3-Dimensional Accident Simulation Software – Used to accurately reconstruct an accident to determine vehicle speed, occupant movement, and seat belt effectiveness.

Leading expert on human/driver fatigue and driver error in transportation accidents, including commercial motor vehicles (truck, bus and motorcoach), automobiles, marine vessels (ship, tugboat), rail locomotives (freight and passenger), public transit vehicles (bus, light rail, commuter rail) and aviation equipment (commercial, cargo and private aircraft).
As a Harvard professor for 25 years, Dr. Moore-Ede conducted the pioneering research investigating the role of fatigue as a leading cause of fatal and high cost accidents on highways (including single vehicle, hit-rear and driver inattention accidents), and of train derailments, collisions at sea, and human errors in aviation. He has published 10 books, and 125 scientific papers on human fatigue, errors and accidents and the physiology of sleep deprivation and circadian rhythms. He has served on multiple national and international committees, and has received numerous awards. He is a frequent guest on television (CNN, Today Show, Good Morning America, 20:20, Dateline, Oprah Winfrey, Nova, BBC) radio (NPR Fresh Air, Connection), and print media (Wall Street Journal, New York Times, Washington Post, Time and Newsweek). He has testified before Congressional committees on multiple occasions, and advised government agencies in the US, Canada and the U.K.
As the CEO of the consulting firm, Circadian Technologies, Inc., he currently advises and supervises teams which work with over half of the Fortune 500 companies on strategies to minimize fatigue risk, and reduce accidents caused by fatigue. In addition, Dr. Moore-Ede undertakes both plaintiff and defense expert witness work in selected cases, and provides confidential advice to attorneys and their clients on how to minimize litigation risk, and distinguish readily defensible from hard to defend claims, and on strategies to cross-examine opposing counsel’s witnesses. He has extensive experience of providing expert testimony in the courtroom, where he has an outstanding record of educating and engaging juries so they reach informed conclusions, and of using scientifically validated computer models to reconstruct accidents scenarios.

Services:
Investigation Investigations are as varied as the events themselves and are tailored to appropriately address the matter at hand. They create the foundation for piecing together the series of events, and developing hypotheses as to what occurred and why.
Testing/Analysis We perform a variety of tests for our clients. In certain product liability cases we perform tests on exemplar products, which allow us to evaluate the product performance under conditions similar to the actual event. We also develop testing protocols to evaluate the strength of materials, the flammability properties of various products, slip-resistance of shoe soles or walkways, and we conduct failure analysis. In the analysis process, the facts and data gathered during the investigation are examined in detail. Hypotheses are developed and tested against the facts in the case, and relevant science.
Reporting Our reports clearly convey the issues we were engaged to address, the material we reviewed to examine those issues, the scientific and technical basis of our investigation, and our expert opinions as they apply to the issues. In some cases, our reports can be concise, two page documents. More complicated matters require lengthy documents encompassing all of the integral details including calculations and the application of scientific principles. Each client receives the highest quality work product that communicates our expert opinion and the supporting documentation for those conclusions.
Deposition/Testimony Some cases and claims require the testimony of experts. Whether through affidavit, deposition or courtroom testimony, our experts are prepared to clearly explain to a fact finder, jury or arbitration panel the technical aspects of each case in a manner that can be understood by the non-expert. We assist our clients in preparing to obtain testimony of the opposing experts and to understand the technical relevance of their testimony.
