ValueScope, Inc. is excited to announce that Tom McNulty joined the firm on April 27, 2020 as a Principal and Managing Director who will launch our Houston Office.  Tom’s responsibilities include financial consulting, valuation analysis, transaction and dispute advisory, and expert testimony.  In addition to serving as the Managing Director of the Houston office, Tom will assume the position of Energy Practice Leader. 

Tom McNulty has 25 years of experience working across numerous industries as well as the entire energy value chain.  He draws on a rare combination of industry, banking, consulting, and government experience to provide his clients with transaction, financial advisory, litigation, and valuation opinion services.  Tom is a nationally recognized energy industry expert and is a frequent contributor on CNBC, Fox Business, and Bloomberg TV.  In addition to his deep knowledge and experience in the energy industry, Tom is well respected for his expertise in derivatives pricing and valuation.  As an advisor, and in his corporate career, Tom has delivered more than $52 billion in transaction, valuation, restructuring, and litigation projects, much of which is energy related.  He has also advised on, or executed, $13 billion in M&A and principal investment deals, and executed or valued more than $14 billion notional in derivative instruments.  His expert litigation work has included shareholder disputes, business valuation, derivatives and hedging, bankruptcy and restructuring matters, and economic damages assessments.  

Tom holds the prestigious CQF (Certificate of Quantitative Finance) and FRM (Financial Risk Management) designations and received his BA from Yale University and MBA from Northwestern’s Kellogg School with various honors.

Commercial Analytics - Mr. McNulty works closely with energy clients to help them solve the business, competition, market, performance, and strategy challenges that they face in a rapidly changing global energy environment. Background Experience - Mr. McNulty studied military and diplomatic history at Yale, where he was a varsity football letterman. Following graduation, he went to work on Wall Street with Brown Brothers Harriman and Co. (“BBH”), the nation’s oldest private bank.  He was a Federal funds and Eurodollar trader, and also worked in the bank’s international treasury department. During his time with BBH he was selected for training in the elite US Foreign Service, and was commissioned a Foreign Service Officer in November 1990.  Volunteering for critical threat postings, Mr. McNulty served tours of duty in Southeast Asia and in Russia.  He was a Staff Officer at headquarters in Washington DC, where he worked on energy security issues. He left the Foreign Service to pursue his MBA at Northwestern University, where he studied Analytical Finance and Accounting.

Following business school, Mr. McNulty moved to Houston and worked with three Fortune 100 energy companies: Enron International, Duke Energy, and Plains All American. At all three companies he worked on the M&A teams and in Corporate Treasury. These roles involved transaction due diligence, strategic planning, corporate finance, risk management, and market analysis responsibilities.  Mr. McNulty's career has also included substantial cross-border work in Asia, Europe, and in Latin America.  His corporate experience, in particular, enhances his ability to advise clients with complex transaction, litigation, valuation, and business strategy challenges.  More specifically, Mr. McNulty is an expert in treasury operations, post-merger integration, and value harvesting.

Geoffrey Beresford Hartwell is a Chartered Consulting Engineer who practices as an Arbitrator, Adjudicator and Expert for Determination. Geoffrey is the former Senior Partner of Consulting Mechanical and Electrical Engineers BHA Cromwell House.

• Arbitration - Geoffrey Hartwell acts as an arbitrator and adjudicator, as an expert mediator and conciliator, as an expert investigator and assessor for arbitral tribunals, and also as a Special Referee in the High Court of Justice of the Isle of Man. His services have been required in the UK and internationally
• Dispute Boards: Geoffrey has experience both as Member and as Chairman of Dispute Boards. He has been a member of Dispute Boards, retained from the beginning of a project or, alternatively, appointed on an ad hoc basis when a problem arises, Dispute Adjudication Boards to determine a binding decision, and on Dispute Review Boards to make decisions that are advisory but not binding
• Adjudication: Similar to arbitration, Mr. Hartwell adjudicates domestic and international disputes which are only temporarily binding unless otherwise agreed upon by the parties

Background: After his early career in aerospace and nuclear energy, Geoffrey entered private practice in association with the late Leslie Heap and Gerald Lewis of Heap and Digby, Consulting Engineers, in 1969. While with them he designed water and sewage equipment and also the bascule moving machinery for the Lowestoft Bridge, in Suffolk. He practiced also as Beresford Hartwell and Associates and, in 1971 established a separate office in Wallington, South London.

In parallel with his design career, Geoffrey was first appointed as arbitrator in 1972 and his first foreign arbitration, an ICC appointment in Switzerland, took place later that year. He studied Law to Intermediate level and then transferred to the examinations of the Institute of Arbitrators (now Chartered) of which he became Chairman in 1996-1997 and for whom he taught in various countries on several courses, including the prestigious Diploma in International Commercial Arbitration.

Selected Projects:

• UK Maritime - Roll-On Roll-Off: At Yarmouth in the Isle of Wight, Geoffrey designed an hydraulically-operated vehicle ramp to engage with ferries at all states of the tide. Remote radio control enables the ramp to be trimmed by the approaching vessel. The project included car marshalling and adjustable area lighting
• Modernization of The Tower Bridge, London - In 1974 BHA were appointed by Cleveland Bridge and Engineering Co Ltd to design and manage the modernization of the machinery of The Tower Bridge. The project included new electro-hydraulic pumps, hydraulic motors and drive gears
• Ipswich - Central Control for Water Supply Network: The entire system of pumping stations, treatment works and distribution had new instrumentation and control connected by radio and landline telemetry to a central base station. Geoffrey designed and managed the entire scheme with a dedicated design team

Principal, Ole E. Haaland, PE, has thirty four years experience in power production, design, construction, and commissioning, with 30+ years managing people and projects.

Mr. Haaland is a registered professional engineer in Maryland and held a Senior Reactor Operator’s license at Indian Point #3 Nuclear Power Plant. His experience is in conventional, nuclear, and alternate fuel power plant mechanical and electrical systems management, design, construction, plant outage management, start-up, performance testing, and operation.

Mr. Haaland has performed as aProject Manager, Construction Manager, and Commissioning Manager for several Greenfield power projects and other prime movers around the globe. He has successfully engineered, estimated, planned, executed work, and provided troubleshooting services on electrical switchgear, voltage regulators, plant control and automation systems, steam turbines, hydro turbines, diesel generators, steam generators, isolation valves, engine exhaust systems, heat recovery systems, condensate polishers, feed water heaters, main condensers, and moisture separators.
