ValueScope, Inc. is excited to announce that Tom McNulty joined the firm on April 27, 2020 as a Principal and Managing Director who will launch our Houston Office. Tom’s responsibilities include financial consulting, valuation analysis, transaction and dispute advisory, and expert testimony. In addition to serving as the Managing Director of the Houston office, Tom will assume the position of Energy Practice Leader.
Tom McNulty has 25 years of experience working across numerous industries as well as the entire energy value chain. He draws on a rare combination of industry, banking, consulting, and government experience to provide his clients with transaction, financial advisory, litigation, and valuation opinion services. Tom is a nationally recognized energy industry expert and is a frequent contributor on CNBC, Fox Business, and Bloomberg TV. In addition to his deep knowledge and experience in the energy industry, Tom is well respected for his expertise in derivatives pricing and valuation.
As an advisor, and in his corporate career, Tom has delivered more than $52 billion in transaction, valuation, restructuring, and litigation projects, much of which is energy related. He has also advised on, or executed, $13 billion in M&A and principal investment deals, and executed or valued more than $14 billion notional in derivative instruments. His expert litigation work has included shareholder disputes, business valuation, derivatives and hedging, bankruptcy and restructuring matters, and economic damages assessments.
Tom holds the prestigious CQF (Certificate of Quantitative Finance) and FRM (Financial Risk Management) designations and received his BA from Yale University and MBA from Northwestern’s Kellogg School with various honors.

Smith Aquatic Safety Service (SASS) was created in 1981, upon Dr. Smith's retirement from 25 year's service in the U.S. Coast Guard, to provide aquatic safety training. At retirement Dr. Smith was Chief, 2nd Coast Guard Boating Safety Division, St. Louis, MO, responsible for all federal boating safety activities in 15 primary states.
Litigation Support - In 1981 Dr. Smith first testified as an expert. Both aspects of SASS have grown markedly, with Dr. Smith being retained in hundreds of legal cases, for plaintiff and defense while also training thousands of aquatic safety/rescue personnel. He has been qualified in numerous state and federal court cases as a boating accident reconstructionist.
SASS provides consultation and related services to law firms in aquatics cases, plus water rescue and boating safety training seminars for fire, police, lifeguarding and EMS providers throughout North America.

Gerald (Gerry) Nielsen, PMP, founder of Ocean Ridge Maritime, is a Project Management Professional with over 35 years of experience in the Commercial Maritime, Offshore, and Cruise Industries. Mr. Nielsen serves as an Expert Witness, Consultant, Project Manager, Surveyor, and Auditor for the Maritime and Offshore Industries.

Litigation Support: Since the Exxon Valdez incident and response, through development of DOJ mandated Compliance Programs, to conducting ECP Audits as Third Party Auditor, Mr. Nielsen has been providing consulting services related to litigation. Harry Munns is an internationally recognized expert in the field of Boats, Boating Business, Boater Education, and Maritime Law. A United States Coast Guard licensed master since 1985, Mr. Munns has extensive coastal and offshore sailing throughout the United States and Caribbean. he has been Captain of numerous private and commercial, power, and sail vessels to 90 feet.
Background Experience - Mr Munns was Technical Director of the American Sailing Association (ASA) before moving into an executive position, which he held for 14 years. He has served on various boards, committees and panels including the American Sailing Association BOD, Sail America BOD, National Association of State Boating Law Administrators (NASBLA) Education Standards Panel and the City of Redondo Beach, CA Harbor Commission.
Mr. Munns' boating education credentials include design, implementation and maintenance of a worldwide education system. He has coordinated national and international communications and media. In conjunction with the U. S. Coast Guard, he was instrumental in creating national boating safety education standards beginning in 2000 and continuing until 2020.
Litigation Support - Harry Munns has worked as an expert witness in many Boating Injury and Negligence cases since 1985. He has worked on behalf of plaintiffs and defendants in cases involving organizations such as the IRS and Princess Cruises. He has provided case analysis, written opinions, phone consults, deposition testimony and testimony in court.
