Dr. Tarek Omar, is a Mechanical and Structural Engineering expert with over 24 years of leading edge experience in the areas of accident investigation and reconstruction, highway safety, automotive / vehicular engineering, security barriers and structural analysis.

From 1994 to 2002, Dr. Omar worked as a Senior Research Scientist at the National Crash Analysis Center (NCAC), the renowned research center created in 1992 as a successful collaborative effort among the Federal Highway Administration (FHWA), the National Highway Traffic Safety Administration (NHTSA), and George Washington University (GWU). The NCAC supports the US-DOT strategic goal to reduce fatalities and injuries on the nation's roadways and has successfully served to enhance safety worldwide. Dr, Omar completed numerous research projects in vehicle crash analysis, vehicle crashworthiness, and highway safety.

In 2002, Dr. Omar founded his consulting firm, Advanced Research and Technology Corp (ART). In his role as President and Senior Consultant, he directs and conducts advanced Design and Nonlinear Finite Element Analysis (FEA) in the areas of Structural Impacts, Transportation Safety, and Physical Security Protection.

    Allan V. Wright is an experienced Forensic Investigator, Collision Reconstructionist, and Trainer with a strong practical knowledge base.

    Mr. Wright retired from the New York State Police Forensic Identification Unit after 31 years of service at the rank of Senior Investigator. He was an active member, as well as in charge of the Collision Reconstruction Unit for the five northern counties of New York State. During his career, he has investigated over 1,000 motor vehicle collisions and processed many crime scenes including homicide, rape, assault, etc.

    Mr. Wright began his training and experience as a Collision Reconstructionist in 1992 and since has received additional training in the fields of Commercial Motor Vehicles, Pedestrian, Bicycles, and Motorcycles.

    With additional training from the State Police in Forensic Photography, Crime Scene Processing, and Latent Print Examination and Analysis, Mr. Wright is trained in the field of Crime Scene Investigation as well. He rose to the position of member-in-charge of the State Police Troop Forensic Unit before his retirement, responsible for crime scene management and on-scene investigation and supervision and latent fingerprint search and analysis, in addition to training of all new unit members.

    A prior Adjunct Instructor in courses for Collision Reconstruction and Forensic Photography, Mr. Wright offers a 20 hour course offering hands on training in crime scene processing. Titled, Crime Scene Processing - A Common Sense Approach, the course is designed to aid the police officer or investigator in scene documentation, evidence collection, and court presentation.

    This is a personal injury case in which a car windshield was smashed and the driver injured by a tire that "came off" a truck that the car was following on a high-speed interstate highway. The car driver was hospitalized and the car towed. The truck had one of its rear tires replaced and then departed the scene of the accident.

    A London based arbitration process for breach of a contract to purchase tires brought by an International Earthmover Tire Manufacturer, plaintiff, against an International Mining Company, defendant. The Mining Company contractually agreed to order a specified number of tires or to pay 40% of the agreed selling price for any tires not ordered. This is referred to as a “Take or Pay” arrangement. The tire manufacturer contracted to produce tires that met the Tire and Rim Association OTR Handbook standards. The manufacturer did not guarantee tire performance, in terms of any performance measure.
