Timothy R. Minnich, President, MS, QEP, is a Meteorologist and Atmospheric Scientist with over 40 years experience in the design and management of a wide range of ambient air and meteorological investigations under CERCLA and the Clean Air Act. He is a recognized technical expert on high-profile legal cases, with assignments involving forensic meteorology and reconstruction of inhalation scenarios in relation to community exposure to hazardous air pollutants (HAP).

He is a skilled technical writer and proven manager in a highly specialized arena. Mr. Scotto is a highly skilled air dispersion modeler and has extensive experience in customization and validation of AERMOD – USEPA’s most recent guideline air dispersion model. In addition to having co-founded Minnich and Scotto, he has held significant positions with other organizations, including vice president of ETG Services and zone-wide QA manager for NUS Corporation, USEPA's Field Investigation Team (FIT) contractor. 	Kenneth M. Price, a recent addition to JPTSC, has spent the last 5 years As a Motor Carrier Safety Specialist with the Federal Motor Carrier Safety Administration. His duties included planning, scheduling, and conducting compliance reviews on motor carriers throughout the State of Alabama to assure compliance with regulations, policies, and /or guidelines, including those concerned with the transportation and handling of hazardous materials. Mr. Price also assisted the Federal Motor Carrier Safety Administration’s Trial Attorney documenting evidence for a case that was going before an Administrative Law Judge. He has also worked with the Trial Attorney documenting evidence for the Field Administrators Reply to Preliminary Order on Petition for Review of Safety Ratings. Mr. Price is experienced and trained in: Compliance Reviews - Hazardous Materials - Safety Instructor - Motor Coach Bus Driver Qualifications.

James M. Miller, PE, PhD – Founder  Dr. Miller is an Emeritus Engineering Professor at the University of Michigan. He has directly served in Washington originating several Federal OSHA safety regulations, and interacts regularly with CPSC regarding safety and product recalls. Dr. Miller often works on projects relating to compliance with occupational safety standards, provides upper management guidance on product design, recall and liability issues, and serves as an expert witness.

Mark R. Lehto, PhD – Co-Founder Dr. Lehto is a Professor of Engineering at Purdue University. He completed his Ph.D. in engineering at the University of Michigan, where he specialized in Human Factors Engineering, in particular Warnings and Labeling. Dr. Lehto specializes in knowledge engineering, warnings and instructions, structuring expert systems, accident modeling, accident statistical analysis, consumer product safety, boating safety, in-field national surveys of product usage, and product information effectiveness.

David R. Clark, PE, PhD – Co-Founder Dr. Clark is an Emeritus Engineering Professor at Kettering University. He was an engineering PhD graduate from the University of Michigan, where he specialized in human factors engineering and system safety analyses. He has a special expertise in electrical fire- and explosion-related accidents, and has extensive experience working for loss control companies, performing over 150 fire origin and cause investigations in the past few years.

Adam M. Olshove, PE, MSE – Engineering Manager Mr. Olshove has over 10 years of experience providing consulting services to industry and the legal profession. He holds an MS in Mechanical Engineering with a focus on control systems and battery modeling (2019), and a BS in Mechanical Engineering (2012), both from the University of Michigan. He has performed dozens of on-site investigations nationwide in relation to consumer product design and industrial accidents, including failure analysis and testing.

Jeffrey D. Rupp, MSE – Engineering Associate Mr. Rupp has a BS in mechanical engineering from the University of Michigan and a MS in systems engineering and engineering management from Wayne State University. Among his company affiliates is 26 years with Ford Motor Company and Volvo Car Corporation, where he was involved in crash development and crash sensing calibrations.

Dr. Eric N. Brown, CIH, CSP, is a Certified Industrial Hygienist (CIH) and a Certified Safety Professional (CSP), with both certifications in good standing with the issuing boards. Dr. Brown holds a Doctorate in Public Health with an Industrial Hygiene specialization from the University of California at Los Angeles, and a Master’s degree in Public Health with an Occupational Health specialization from the Medical College of Ohio. He has over 20 years of experience in:

For over 45 years, Chuck Dutill, P.E., D.F.E. has been performing Hydrology and Environmental Engineering nationwide. He has focused on wastewater, stormwater, flooding, sewers, septic systems, groundwater, drainage, runoff, hydrology, hydraulics, backups, drinking water, and air quality. 

Litigation Support - Mr. Dutill has spent approximately 40% of his professional time providing expert witness services for over 45 years. Approximately 40 to 45% of his expert witness services have been for defendants and about 55 to 60% for plaintiffs. He has issued 205 to 210 expert reports, been deposed approximately 45 to 50 times, and testified in federal and state court (including jury and non-jury trials) approximately 40 to 45 times. 

Forensic cases have occurred in approximately 40 states.
