Principal, Matthew J. Hartley, is a noted expert in Lighting, Lighting Design, Product Development, AGI32, and Photometry He has been in the Lighting Industry for over 24 years. In that time, he has held positions in design, product management, customer service, and design engineering. Mr. Hartley has been employed by manufacturers, lighting software companies, and lighting agencies. He has immersed himself in different facets of the industry including indoor and outdoor lighting, safety and security, lighting and human health, and lighting standards. 

Mr. Hartley has been involved with several standard writing committees within the Illuminating Engineering Society of North America, producing over six standard documents. Since 1999, he has taught Lighting and Lighting Design to diverse groups, from students to seasoned lighting professionals, and presented at conferences and seminars on a variety of topics, such as of photometry, design, or IES Documents.

Peter Howell, PE, CSP, CFEI, FAIChE, has almost 50 years of experience in the Design, Operation, Maintenance and Management of Chemical and Petrochemical Facilities with positions such as process engineer, project engineer, maintenance foreman, technical manager, engineering manager, plant manager and vice president and general manager.

Mr. Howell has investigated approximately 125 incidents that occurred in chemical plants, refineries, pulp and paper mills and similar industries for attorneys, insurance companies and regulatory agencies. He has determined the root causes using methodologies consistent with NFPA 921, Center for Chemical Process Safety, United Steel Workers, and the National Safety Council.  The root causes determined were based on the evidence, Recognized and Generally Accepted Good Engineering Practices and federal regulations.

Mr. Howell has extensive experience in developing, implementing and auditing the elements of OSHA's process safety management (PSM) regulation and EPA's risk management plan (RMP). He also has extensive experience in accident and incident investigations involving fire, explosion, and release of toxic and hazardous materials.  He frequently serves as an expert witness and provides litigation support.

Rod C. Carter, CCP, PSP is President of Long International and has over 20 years of experience in construction project controls, contract disputes and resolution, negotiations, mediation, arbitration support, and expert testimony on scheduling, loss of productivity, and quantum issues.  He has experience in entitlement, schedule, and damages analyses on over 30 construction disputes ranging in value from US$100,000 to US$7 billion, related to oil and gas, oil refinery, LNG, heavy civil, nuclear, environmental, chemical, power, industrial, commercial, and residential construction projects.  Mr. Carter is proficient in the use of Primavera P6 and P3 software, and he has extensive experience in assessing the impact to engineering and construction works of RFIs, change orders and other events.  Mr. Carter specializes in loss of productivity, cumulative impact, and quantum calculations, and had a lead role in assessing damages on more than a dozen major disputes.  In addition, Mr. Carter has developed cost and schedule risk analysis models using Monte Carlo simulations to address the uncertainty of estimates and claims.

Scott M. Francis, P.E., PSP is a Vice President of Long International and has over 20 years of experience in project management, contract disputes analysis and resolution, CPM schedule preparation, execution, and analysis, productivity analysis, contract administration, design engineering, construction management, and government contracting.  He provides schedule development and assurance services, cost estimating, and claims analysis services on projects for both owners and contractors.  Specific responsibilities include CPM development and reviews, CPM schedule delay and acceleration analyses, change order impact analysis, issue identification, correlation of impacts to schedule activities, and productivity evaluations.

Tim Keane is recognized nationally and internationally as a Leading Expert on methods to Control, Mitigate and Assess the Risk for Legionella in building and industrial water systems. He has published articles and books on the subject and has co-written regulatory documents including the 2018 and the 2015 ASHRAE Standard titled: Legionellosis: Risk Management for Building Water Systems,  ASHRAE Guideline 12 titled: Managing the Risk of Legionellosis Associated with Building Water Systems, 2005 Guidelines for Ornamental Fountains and the 2000 ASHE Advisory. Mr Keane has over 25 years experience in water system consulting and over 10 years experience in facility design, construction and operation.
