Most organization leaders believe their emergency plans are state-of-the-art. When, in fact, their plans are dangerously flawed.

More than one in four U.S. residents are students, attending kindergarten through college. Most of these 75.8 million children, teenagers and adults - not counting faculty and staff members - are on campuses with written emergency plans.

Most campus administrators regard evacuation drills as a straightforward obligation on the school calendar. Activate the alarm; students file out bored; students file back in really bored; end of drill. A no-brainer, right?

A report of shots fired at the Navy Yard in Washington, D. C. brought a huge response from law enforcement from all areas. The response was immediate and overwhelming. As it turns out, the report was false. The incident remains under investigation at the time of this writing.

Coordinating security for corporate offices, hotels, apartments, convenience stores, and just about every other possible location can have its challenges. Coordinating security at major events, however, is especially challenging. This article will focus on some of the challenges I faced when coordinating security for several events and locations in Houston, Texas for Super Bowl XXXVI.

Not long after I promoted to sergeant, I was training in a patrol division. I was riding with another sergeant when we received a call from two patrol officers. They were at an apartment complex and had chased a male into an apartment. They requested a supervisor go by with them. So, as part of my training, we went.

I have read a number of books, studies, and court cases in my career to support the fact that eyewitness identification, by itself, is never sufficient enough to send a person to prison. This is not news. Over the past 20 years, more and more people are being exonerated for violent crimes due to DNA . This article is not to rehash old arguments. Instead, it is more of a reminder to investigators everywhere to not finalize a case, charge a person, and send them to prison based solely on an eyewitness' identification.

    3/26/2015 · Law Enforcement
During my 22-year law enforcement career, I became involved in countless situations in which I personally dealt with people in mental health crisis. My first incident involved a Hispanic male armed with a pistol. I learned a significant amount from that single incident: so much, in fact, that I made the decision to join the Houston Police Department's Hostage Negotiation Team. The techniques I have learned over the years can be applicable to almost anyone, at any time, in just about any situation. In the following paragraphs, I will recount a few incidents in which I was involved and discuss the techniques used to end each the situation safely. Understand that this is not a specific "how-to guide" that may be applied to every situation. Instead, the use of these techniques will simply allow a person that becomes aware of a certain situation - to be able to attempt to stabilize the incident prior to first responders' arrival.

Officers throughout the United States and perhaps internationally have heard use of force instructors discuss the "21 Foot Rule" during their officer safety, firearms and deadly force training. As both a use of force instructor and practicing forensic police practices expert, I have also trained and testified to this concept myself.

On a hot July day, fire and police are called to the home of a 55 year old man suffering from heat stroke. Police arrive first and find the man sitting on a bench in his front yard. When the officers approach the man and ask him to give them his cane, he becomes agitated and non-compliant. One officer suddenly grabs the cane away from the man, who screams and suddenly stands up. The man is tased, taken to the ground, beaten and handcuffed. He is transported to the hospital where ER physicians confirm a diagnosis of heat stroke. The man has no criminal history. He sustains numerous moderate injuries which keep him from returning to work for several weeks. The officers and agency are sued and settle out of court.

San Francisco Police officers respond to a call of an agitated mentally disturbed and disabled man in a wheelchair wielding a knife and vandalizing parked cars on a downtown city street. A group of at least six uniformed and plain clothes officers locate and surround the man who remains seated in his wheelchair. The officers' initial attempts to communicate with the angry, apparently delusional and armed man prove ineffective.

One of the most pressing problems within the law enforcement and use-of-force instructor communities is the reconciliation of force deployments with subject noncompliance and resistance.

A facts-based introduction to the controversial and militant Black Lives Matter political organization and movement written by a nationally renowned forensic criminologist who has been involved in many of the nation's most publicized police-involved death cases. Learn about the movement's founders, ideology, funding sources, surrogates, radical goals and objectives to disenfranchise law enforcement and usurp the rule of democratic law. Several infamous police death cases forensically explained and numerous false narratives of the movement are factually destroyed with explanations of the actual circumstances. This is a powerful, vetted "go to" reference source for researchers, the media, law enforcement and those interested in this radical movement.

As is probably true for many of us in the workplace, my career has not turned out quite as I envisioned it would some 40 years ago. More specifically, as a beginning graduate student in sociology, I had no idea I would eventually practice forensic criminology or be in a position to write about what follows. In fact, I had never heard of forensic criminology (FC) until years later and, I believe, neither had my academic colleagues. It was only after I began to practice as a forensic criminologist and to identify myself as one that the parameters of this fascinating area of expertise began to reveal themselves more fully to me.

Social scientists play an increasingly important role in the prosecution and defense of both criminal and civil matters before the courts. An expanding area of forensic sociology and criminology involves the analysis of crime foreseeability and security standards of care as they relate to the question of liability for negligent security. Criminologists analyze prior crimes at a location and consider the totality of circumstances in order to determine foreseeability.

Criminal or offender profiling in one form or another has existed for many centuries. In more recent history, profiles have been constructed for such notorious criminals as Jack the Ripper, the Boston Strangler, the Unabomber, the Beltway Sniper, the Railway Rapist, the Mad Bomber, and the Green River Killer, all with varying degrees of validity.
