Fred P. Smith, PE, CSP, is the President of Alpine Engineering and Design. He has been working in consulting engineering since 1980. He holds patents on over 70 products. He is a certified safety professional, a certified trainer for lift trucks, scissor lift, and boom lift operators. He has been used as an expert witness in many Product Liability and Intellectual Property Cases.
During his consulting career, Mr. Smith has directed the development and improvement of a wide variety of products including trucking equipment, refuse equipment, hydraulically operated mobile equipment, cranes, man-lifts, specialty axles and suspensions, zip lines, amusement rides, exercise equipment, radio-frequency and magnetically shielded enclosures, rotomolded containers, aerial lifts and a variety of consumer products.

He has over 32 years of extensive experience in Public Health and Forensic Toxicology with specialized expertise in causation analyses (plaintiff and defendant) including Alcohol toxicology, Drugs-of-Abuse, Pharmaceuticals, Herbal Products, Dioxins, Solvents, Heavy Metals, Crude Oil and other Chemicals. David G. Koger is a Remote Sensing Image Analysis expert with over 40 years of experience in the field. He configured and operates a state-of-the-art remote sensing image analysis and geographic information system and consults on various remote sensing applications.
Background Experience - Mr. Koger was an early researcher and developer of Satellite Data Applications. He installed analog and digital image analysis workstations and trained users in defense, major oil, and academia in Panama, Ecuador, Chile, Australia, Germany, France, Italy, Africa and the U.S. His clients include the Department of Energy, National Cancer Institute, American Farm Bureau, broadcast journalism, law firms, and several hundred oil and gas explorationists.
In 2007, Mr. Koger conducted a study to map regional geomorphic features for all of Nebraska. Since that time, ten earthquakes of 3.0 and above on the Richter scale have coincided with features mapped. Using Digital Airborne Platforms, he has studied huge areas around the globe.
In his unique line of work, Mr. Koger has performed forensics film analysis, searched for Noah's Ark, and analyzed images of the Shroud of Turin and the underwater video that found the Titanic.

James P. Langley is an independent Energy Consultant with over 45 years of experience in his field. His practice focuses on business analysis related to Refining, Transportation, and other facets of the Downstream Industry. Mr. Langley holds a BA in Chemical Engineering and an MA in Business, with emphasis in marketing and finance. He has worked extensively on the international scene, traveling to over 40 countries
Background Experience: Building on hard core plant operations, Mr. Langley's career moved into operations planning and strategic analysis. The money side of the industry analysis led into mergers and acquisitions, CFO of a specialty refining and chemical company, and, for many years, the industry subject matter expert for the financial services firm PricewaterhouseCoopers. In that role, Mr. Langley traveled the world to guide PwC consultants and auditors in the nuance of the petroleum industry. Critical in that assignment was bridging knowledge between functional expertise in many areas, including litigation and arbitration support.
Later, Mr. Langley provided engineering, operations, and maintenance knowledge to the benchmarking of natural gas pipelines and processing facilities in Europe, Asia, the Middle East, South America, and Africa.
Litigation Support: Jim Langley has worked and consulted in almost every aspect of the downstream industry, and can explain past and current practices. He has worked in operations, supply and trading, marketing, finance, accounting, and taxation.
Mr. Langley has been successful in helping attorneys quickly understand the commercial, technical, operational, and broad business practices of their clients' industry. He provides a detailed analysis of strengths and weaknesses of the opposition's position, and includes suggested interrogatories. Mr. Howell has extensive experience in developing, implementing and auditing the elements of OSHA's process safety management (PSM) regulation and EPA's risk management plan (RMP).
